Fully Loaded Cost

The total annual cost of an employee to the business, including salary, benefits, employer taxes and overhead.

BUSINESS RELEVANCE

Valuing time at salary alone understates what work really costs the company; fully loaded cost is the basis for valuing recovered capacity, staffing plans and build-versus-buy decisions, including AI business cases.

IMPLEMENTATION EXAMPLE

A product manager earning €60,000 a year also carries employer social contributions, benefits, equipment, software and a share of office and management costs, which brings the fully loaded cost to about €84,000, the figure an AI ROI model should use.

LIMITATIONS

There is no single standard for which overheads to include, so figures differ between finance teams and countries. Using it to value recovered hours assumes those hours go to valuable work, which does not happen automatically.

TECHNICAL EXPLANATION

Fully loaded cost = gross salary + employer payroll taxes and social contributions + benefits + allocated overhead such as equipment, software, workspace and management time. Dividing it by productive hours per year, rather than contracted hours, gives a loaded hourly rate. Statistical offices separate wages from other labor costs: in June 2026, benefits, including legally required employer contributions, made up 30% of private-industry employer compensation costs in the United States, according to the Bureau of Labor Statistics. Finance teams should agree on one method so Return on Investment (ROI) and Full-Time Equivalent (FTE) figures stay comparable.
