An internationally recognised set of guidelines published by the W3C that define how to make web content more accessible to people with disabilities, organised around four principles: perceivable, operable, understandable, and robust.

Technical explanation

WCAG is developed by the Web Accessibility Initiative (WAI) of the World Wide Web Consortium (W3C). The guidelines are organised into four principles (POUR): Perceivable (information must be presentable in ways users can perceive), Operable (interface components must be operable by all users), Understandable (information and operation must be understandable), and Robust (content must be robust enough to be interpreted by assistive technologies). Each principle contains guidelines, and each guideline has testable success criteria at three conformance levels: A (minimum), AA (standard target), and AAA (enhanced). WCAG 2.2, published in 2023, added nine new success criteria addressing mobile interaction, cognitive accessibility, and authenticated sessions.

Business relevance

WCAG compliance is increasingly a legal requirement — the European Accessibility Act (EAA) mandates digital accessibility from June 2025, and ADA litigation in the US continues to grow. Beyond compliance, accessible design expands market reach to the estimated 16% of the global population living with disabilities, improves usability for all users (including those using mobile devices in challenging conditions), and contributes to better SEO through semantic markup and structured content.

Implementation example

A financial services company targeting WCAG 2.2 AA compliance implements automated accessibility testing in their CI/CD pipeline using axe-core, adds manual testing with screen readers (NVDA, VoiceOver) to their QA process, establishes an accessibility-first component library with built-in ARIA patterns, and provides keyboard navigation for all interactive elements including complex data tables and form workflows.

Limitations and common misconceptions

WCAG conformance at AA level addresses a broad range of accessibility needs but does not guarantee a fully inclusive experience. Some disabilities and usage contexts are not fully addressed by automated testing alone — manual testing with assistive technologies and user testing with people with disabilities remain essential. AAA conformance is not achievable for all content types. WCAG criteria can lag behind new interaction patterns and technologies.
